Deming says, "Quality is the inevitable result of good management" (1). By focusing on the needs and consequences of good management. I identify three enablers for quality, each of which is necessary but not sufficient for quality (2). We get quality by blending the enablers through functions of a management process that implement the Plan-Do-Study-Act (PDSA) Cycle. The functions are guided by rules that interweave human interaction competence with the technical competence inherent in successfully implementing the PDSA Cycle. Because one of the enablers for quality is empowerment and trust, empowerment is necessary for quality.
