Quality management concepts such as total quality management (TQM) are effectively implemented to withstand the prevailing severe competition. However, continuous improvement is possible if the performance of an organization is measured and further improvements are carried out. Hence, it is argued that the integration of TQM and performance measurement (PM) will pave the way for continuous improvement. Effort is made to identify specific dimensions from the quality award models such as MBNQA and EFQM. Further, a survey is conducted among the public sector and government organizations based on three dimensions with various items to develop a framework for evaluating the implementation of the integrated TQM and PM system. An example situation is presented to illustrate the method of giving scores to the main and subcriteria and the resulting benefits of the framework during the evaluation process. (35 refs.)
