Logically, fora market whose price movements are overwhelming determined by supply side developments, one of the surest ways of ending the current crisis caused by low prices would be to re-impose export restrictions. Such an idea - long favoured by Colombia - was floated once again at the International Coffee Organization's May 16-23 session in London. It was put forward by the country's former finance minister. Juan Manuel Santos during round-table discussions organised jointly by the ICO and the World Bank on how to bring the 125 million or so who depend on coffee in some way "back into the profit zone " as ICO executive director Nestor Osorio put it.
