An HMC control device and a power management method for the HMC control device are disclosed. The HMC control device includes: a link monitor for outputting an accumulated length of a request packet and an accumulated length of a response packet processed for a specific time, respectively; and a link selection and power manager that calculates a bandwidth of the request packet and a bandwidth of the response packet using the accumulated length of the request packet and the accumulated length of the response packet output from the link monitor and determines a suitable number of active links using the bandwidth of the request packet and the bandwidth of the response packet. The link selection and power manager compares a predetermined number of active links with a current number of active links and changes a predetermined number of link states. According to the apparatus and method, it is possible to set modes of a plurality of links appropriately to minimize power loss while minimizing performance degradation.
