The traffic approaching the entrance of a long freeway tunnel raises a serious congestionbefore the tunnel frequently during high traffic loading period. For mitigating the congestionon the freeway bottle neck section, the variable speed limit is a successful countermeasure onthe other freeway. In this paper, an optimization model based on macroscopic traffic modelsand continuity model-based model for creating variable speed-limit is developed andimplemented according to the traffic characteristics of the traffic flow on a freeway with12.9km long tunnel. By using simulation, the performance under with and without speed limitcontrol is compared. Through the variable speed limit control, the total throughput willincrease by 19.5%, average travel time will decrease by 8.44%. It shows that this model canindeed improve the performance of the freeway. Then, a realization of the variable speed limiton the field test is then expected.
