赣南等原中央苏区是我国相对集中连片的特殊贫困地区,今年党和政府出台了一系列相关政策支持其振兴发展。人才是经济社会发展的第一资源,是促进原中央苏区振兴的关键。现阶段赣南等原中央苏区面临着人才待遇低,事业发展平台少,结构不合理等问题。人才特别是与苏区产业集群发展战略相匹配的优秀企业家、高端产业技术研发人才与高级技工及现代服务业从业人员等人才非常缺乏。政府应该在充分把握已有人才政策的基础上,遵循人才成长规律,根据赣南等原中央苏区发展战略特别是产业发展战略,发挥政府引导与市场配置人才的作用,加强原中央苏区人才队伍建设,为赣南等原中央中央苏区的振兴和发展提供人才保障。%The Original Central Soviet Areas are relatively concentrated poverty-stricken areas in China.This year the Party and the government issued a series of policies to support the revitalization and development.Human resources are the key elements of economic and social development.At present,the Original Central Soviet Areas are faced with such problems as low pay for talented persons,fewer career development platforms,unreasonable structure,shortage of talented persons,especially outstanding entrepreneurs,high-end industrial technology research and development personnel,senior artisan,modern service industry practitioners,etc.,who match with the Soviet industrial cluster development strategy of the area.Only fully understanding and using existing personnel policy,following the talented person growth rule,according to the development strategy especially industrial development strategy,giving full play to the government's guidance and the role of market forces in allocating human,strengthening the Original Central Soviet Areas talent team,can the local government promote the revitalization and development of the Original Central Soviet Areas.
